Walk any industrial park here and you will find warehouses stacked with perfectly good stock that will never reach a shelf: canceled orders, over-runs, display units, returns from a customer that changed its mind.

Factories cannot dump that stock locally without undercutting their own customers. So it sits. Capital frozen in cartons.
