How to Verify CE, SASO and SONCAP Certificates — and Spot Forged Documents

Verify every certificate yourself on the issuing body's official portal — CE through the EU NANDO notified-body database, SASO IECEE through the SABER platform, SONCAP through the issuing conformity firm. Confirm the model number, factory name and report date match your exact lot. The three forgery patterns to catch: serial numbers that don't verify, one model's certificate reused across many products, and expired reports reprinted with new dates.

Why stock lots need extra certificate scrutiny

Missing or invalid certification is the leading reason appliance containers get detained at destination ports. For surplus and cancelled-order stock the risk is higher still: paperwork that once belonged to a production order for another buyer may not match the units now sitting in the lot. Verification takes twenty minutes per model. Detention takes weeks and ends in fines or destruction of goods.

A certificate pack is the set of compliance documents covering the exact models in a lot: safety certification (CE, CB, SASO, SONCAP), test reports from ISO/IEC 17025-accredited labs, and Declarations of Conformity. Certification is model-specific — a certificate for one air fryer model covers that model only, never a product line.

Verification by scheme

  • CE (European Union & UK). Confirm the certificate is issued by a genuine Notified Body — search the body's four-digit number in the EU NANDO database. For appliances, the relevant directives are Low Voltage and EMC; RoHS compliance and the UKCA mark apply separately. The Declaration of Conformity must name the exact model, the manufacturer and the directives applied — a DoC with no underlying test report is a promise, not proof.
  • SASO IECEE (Saudi Arabia). Saudi Arabia requires SASO IECEE certification for electrical products, managed through the SABER platform. A valid IECEE certificate means the model is registered in SABER and the importer can issue the Shipment Certificate for the container. Ask for the SABER product certificate ID and have the Saudi importer confirm it is active — an IECEE certificate that expired mid-warehouse is a common surplus-trading trap.
  • SONCAP (Nigeria). Nigeria's programme has two layers: the Product Certificate covering the model (valid 6–12 months depending on route) and the SONCAP Certificate issued per shipment, valid 90 days from issue. The importer needs the PC to file Form M with the Central Bank of Nigeria before shipment; the SC clears the container. Both must match the Form M, bill of lading and packing list exactly — any mismatch in model name, HS code or importer details can void clearance. Nigeria runs on 230V/50Hz with UK BS 1363 plugs; verify the lot's electrical spec matches before worrying about paperwork.
  • CB Scheme (everywhere else). A CB certificate (IEC System for Conformity Testing) converts into many national certifications and is the strongest single document a surplus lot can carry. If a lot holds a valid CB report from a recognized National Certification Body, most destination-market certifications become a paperwork conversion rather than new testing.

Your pre-deposit checklist

  • Model match. Every model in the lot appears in the certificate pack — no exceptions, no “similar model” arguments.
  • Portal verification. Each certificate verified on the official portal, with issue date inside validity.
  • Accredited labs. Test reports from ISO/IEC 17025-accredited laboratories, model-matched.
  • Electrical spec. Voltage and plug spec matches your market (220–240V/UK Type G for Nigeria and Gulf markets, EU plugs for CE markets).
  • HS code alignment. HS codes on the certificates match the packing list your freight forwarder will declare.

Frequently Asked Questions

Can I use the factory's CE mark if I sell in Dubai or Saudi Arabia?+

No. Saudi Arabia requires SASO IECEE certification managed through the SABER platform, and the UAE runs its own conformity scheme for regulated electrical products. CE is not a substitute for either.

How long does SONCAP certification take?+

With complete, compliant documents, Product Certificate and SONCAP Certificate issuance is officially within 96 hours — practically 24 hours to a few days. Budget two to four extra weeks if product testing or factory assessment is required.

Who pays for re-certification of surplus stock?+

Negotiate it before the deposit. If the lot's CB report is valid, conversions are cheap. If certification is missing for your market, price the conversion into your offer or have the seller complete it before lot lock.

Is a Certificate of Origin the same as a certificate of conformity?+

No. A Certificate of Origin proves where goods were made and supports tariff treatment; a certificate of conformity proves they meet the destination market's safety standards. Most clearance files need both.
